As Executive Director of the Singapore Environment Council (SEC), Penelope Phoon-Cohen is taking the lead in organizing the first Car Free Day for Singapore in cooperation with Earth Car Free Day 2001. She holds an honours degree in Geography from the University of Singapore, has had extensive experience in the field of corporate mass communications and management. She spent seven years as the Executive Director of the Singapore Retailers Association (SRA). Over that period, she played a key role in Singapore's retail trade and established the Association as the leading agency in retailing in Singapore. Her care and concern for the environment spurred her on to promote environmentally friendly practices among retailers in Singapore. She also sits on the advisory panel of the Green Labelling Scheme which promotes green processes among manufacturers.

SEC is the co-ordinating umbrella body for other green groups in Singapore, particularly for Green Non-Government Organisations, and is organising Car Free Day for Singapore for Earth Day 2001, in partnership with several government and private organisations. As it is our first CFD, we are not able to handle it quite as Bogota has done. Instead, we are trying for voluntary pledges by people to leave their cars at home. We have prepared an extensive publicity campaign for our CFD to maximise our reach to the people of Singapore. In the coming years we will be working hard to attain a higher level of awareness and commitment from more government as well as non-govenrment organisations.

Since joining the SEC in 1997 she has taken the lead in the first 'Singapore Environmental Achievement Award', an award which promotes environmental management systems and processes among local companies.
