Mr. Labrecque is President of Groupe Vélo, part of Vélo Québec, which is an 8000-member organization devoted to promoting cycling as a means of transportation, recreation and tourism. Groupe Vélo also sponsors a yearly event involving some 45,000 cyclists in the streets of Montréal, which are closed to automobile traffic. Over the past ten years, Mr. Labrecque has participated in a number of national and international conferences on cycling and transportation. He has been with Vélo Québec since 1980.
